I would say it is designed to fit the role of long range sniper/missile bombardment, Problem is that you cannot tackle from that far, requiring help up close .. and if you have to have friends up close to do it anyway the point of sniping goes out...

If a laser user wants to change ammo it takes one second to do so correct ? If a projectile user wants to change ammo it still takes them ten seconds to do so. How exactly are lasers getting nerfed here ? Its just helping with one of the quality ...
